Private Initiatives

The Ministry of Education has recognised the role of external agencies in assisting the education sector especially in ICT since 2000. At that time the country's education system was directly involved in producing and supplying manpower with ICT skills. The MOE’s efforts in setting up computer laboratories throughout the country, introducing the ICT subject as well as the smart school application that same year prompted interest in other sectors to assist the ministry. The involvement of private companies in the education sector in particular has intensified owing to the government promoting partnership especially in areas that require high expertise.

The contributions from private companies to assist the education sector have reached hundreds of millions of ringgit since it was first introduced. The contribution and assistance are precious and should be used to benefit the education sector. The programmes that have been and are being implemented are related to hardware, software, ICT training, school adoption, application and management system solutions. The Ministry of Education views this development as a positive indicator towards strengthening national education and promoting smart partnerships in education.

Implementation of smart partnerships can result in the following benefits:

  • Enhancement of skills, knowledge and expertise
  • Reduced disparities between more capable and less capable agencies in developing IT applications

Guidelines

Guidelines to implement the smart partnership programme with schools under the Ministry of Education:

  1. Formal application to the ministry to implement the programme should be sent directly to the Ministry of Education (Education Operations Sector)
  2. Complete proposal paper must specify:
    • Purpose and objectives of the programme
    • Background of the proposed project or programme
    • Description of the programme
    • Scope of the programme
    • Target group
    • Method of execution
    • Costs and expenditure
    • Implementation period
    • Roles and functions of every agency involved, whether at the ministries, departments, schools or proposing agencies
    • Expectations and other related matters
    • Closing
  3. Application will be reviewed and discussed at the ministerial level based on the proposal paper:
    • The MOE will review the suitability of the proposed programme, taking int
    • account the views of all parties involved
    • Preliminary discussion with the organiser
    • Presentation
    • the ministry
    • Notification of Professionalism Meeting or Management or ICT Steering Committee Meeting if applicable
    • Modification after discussions
  4. Complete proposal paper will be forwarded to the MOE management for approval
  5. Agreement on the terms of reference or memorandum of understanding if applicable
  6. Letter of authority to execute
  7. Implementation directive from the Ministry of Education to the school through the State Education Department after all processes and procedures have been complied with
