The role of the bilateral unit is to enhance bilateral relations between Malaysia and her foreign partners in the field of education through the implementation of Memorandum of Understandings (MoU) and Joint Working Group (JWG) programmes and activities.The unit is also responsible for organizing all official visits by the minister and senior ministerial officials overseas besides facilitating courtesy calls and visits of foreign dignitaries to the MOE.

The multilateral unit acts as a focal point in planning, managing and coordinating Malaysia’s participation in international and regional organizations in the field of education. It ensures that Malaysia plays a prominent role and exerts its presence in these international organizations and to make certain that she receives the maximum benefits from her membership in these organizations
