This committee was established to study the system of textbook production and to recommend more effective method for producing quality textbooks.
It also covers other teaching and learning materials which are produced by the Divisions/Departments in the Ministry of Education Malaysia where the Textbook Division is the secretariat.
During the initial stage of its establishment, the committee created policies and issued guidelines in respect of the teaching and learning materials with regard to :

The committee also advises the Minister of Education and the Deputy Ministers of Education on any issues in respect of teaching and learning materials which may arise from time to time.

The Director General of Education shall be the permanent chairman of the Committee. The members of the Committee are appointed based on their substantive posts. The appointment of a new committee member may only be approved by the Director General of Education, as the chairman of the Committee.

The functions of Jawatankuasa Bahan Pengajaran dan Pembelajaran Sekolah are to plan, coordinate, and consolidate the efforts of all the Divisions/Departments within the Ministry of Education, Malaysia in implementing, in an integrated and harmonious manner, the publishing of school teaching and learning materials (textbook packages), such as textbooks, exercises and activity books, teacher’s guides, resource materials, practical books, learning modules, pupil’s activity books, supplementary textbooks, pupil’s activity worksheets, and CD-ROMs.
The Committee also functions as the body which determines the following matters:

The Committee determines or approves the following matters : |
i. |
the publishing policy for the school teaching and learning materials which include price control, physical quality, and the content materials |
ii. |
the publishing method for teaching and learning materials |
iii. |
the concepts of teaching and learning materials |
iv. |
the method for procurement of teaching and learning materials |
The Committee also advises the Minister of Education and the Deputy Ministers of Education on issues concerning textbook packages which may arise from time to time.
The Committee meets and makes decisions on the above matters after policy decisions have been made by the higher authorities in the Ministry of Education Malaysia, such as the Jawatankuasa Kurikulum Pusat (Central Curriculum Committee)and Jawatankuasa Perancangan Pendidikan.(Educational Planning Committee)
